1. DEFINITION
Basic payment accounts are a type of account designed for individuals in a vulnerable situation or at risk of financial exclusion.
- These accounts are provided free of charge for people in a vulnerable situation
- They are basic bank accounts that allow basic operations: such as withdrawing money at branches or ATMs, making card payments (including online payments), having direct debits or payments, and making bank transfers, with a limit of 120 transactions per year.
- To open this type of account, there is no need to contract any additional services, and they are exempt from fees.
- The account will be free for two years, starting from the opening date, and can be extended if the situation remains the same.

2. HOW TO OBTAIN?
All banking entities are obligated to provide a completely free basic account to individuals in a vulnerable situation or at risk of financial exclusion.
Required Documentation:
- Copy of an identification document (ID card, PASSPORT, residence card, red card, or Foreigner Identity Card – TIE).
- Documents to verify economic or professional activity or the origin of funds (employment contract, copies of requests for aid or benefits, etc.), or a report on social and financial vulnerability from the Municipal Social Services Center in the area where the person is located.

STRATEGY IN THE FACE OF RIGHTS VIOLATION
If the right to have a basic payment account is denied, you can take the following steps:
- Request Written Notification: Ask the bank to provide written notification of the denial of access to a basic payment account within ten business days, including the specific reasons for the denial.
- File a Complaint: Submit a complaint to the Customer Service and, if available, the Customer Ombudsman simultaneously.
If there is no response or if the response denies the right to a basic payment account within one natural month, file the same complaint with the Bank of Spain’s Office and the Consumer Arbitration Board in the city of Valencia.
